    We are seeking an experienced and forward-thinking Operational Manager to lead the operational development and delivery strategy for the procurement of the next generation of Maintenance and Response Contracts (M&R2).

    This is a pivotal leadership role, working at the forefront of one of the UK’s most significant infrastructure procurements and playing a key role in shaping how future highways maintenance services will be delivered.

    What will you be doing?

    As Operational Manager, you will act as the operational lead throughout the procurement stage, responsible for developing the operational delivery model, supporting bid development, and ensuring the business is positioned to successfully mobilise and deliver future contracts.

    You'll work closely with commercial, bid, and executive teams to develop innovative, efficient, and deliverable operational solutions aligned with the evolving National Highways contract model.

    You'll act as the Operational Lead for the procurement of National Highways Maintenance and Response Contracts. Developing operational delivery strategies, structures, and resource models.

    You'll lead operational input into the bid and procurement process.

    Support the development of contract methodologies, mobilisation plans, and delivery approaches.

    Leading operational engagement with key stakeholders and supply chain partners.

    You'll support pricing, programming, and risk identification from an operational perspective and help shape innovative and efficient delivery solutions aligned with client objectives. 

    Supporting transition planning from procurement through mobilisation and into delivery.

    You'll provide operational leadership and credibility throughout the procurement process.

    What you’ll bring

    What’s in it for you?

    We are seeking a proven operational leader with deep highways maintenance experience and strong knowledge of National Highways contracts.
    • Proven experience in an Operational Manager, Contract Manager, or Senior Operations role within highways maintenance
    • Direct experience working on National Highways Maintenance and Response or equivalent strategic road network contracts
    • Strong understanding of highways maintenance delivery, including incident response, cyclical maintenance, and scheme works
    • Experience supporting or leading procurement, mobilisation, or contract start-up phases
    • Strong leadership capability with the ability to influence at senior level
      Experience developing delivery models, resource planning, and operational strategies
    • Strong stakeholder and client engagement skills
    • Significant operational leadership experience within highways maintenance or infrastructure
    • Strong understanding of National Highways operational and performance requirements
    • Knowledge of network operations, maintenance standards, and response requirements
    • IOSH / NEBOSH or equivalent safety qualification – desirable
